Scientists seek to bring order to the chaos of observations. They do so by searching for formulations that make a matter clear in a universally valid and unambiguous way. Ultimately, these are mathematical formulations. Formulations that remain unchallenged over time and are frequently confirmed gradually acquire the status of laws, even if exceptions often call the rule—the "law"—into question.
